You can’t really have one without the other. You can but it’s not going to be as effective. You need communication to create awareness and get buy in. But without education you aren’t going to be able to build expertise and ensure compliance. You have to do both. It would depend on what your program needed at that time.
I think both are equally important, however, I think there is a really good case for education being the most important. Without a solid education in a subject, it is quite ineffective to communicate it or have productive conversations with others.
Communication. Communication includes information that is spoken, written, electronic, or non-verbally. Education is comprised of refined forms of communication.
