The one’s with the most dependencies would probably be:
Evaluating effectiveness, managing C&E audiences, and managing C&E Training materials.

Each organization may have a slight difference of opinion within this question. Communication and Education is important for each of the 12 KPA’s. If you do not communicate effective and clearly the entire program might not be understood. Education is communication – provide clearly understood training materials (including processes) and presenting the training in different ways is imperative.
