    Defining the program itself. That would define which KPAs take prominence. Risk Management may be more important than asset lifecycle depending on goals.

    The Program Governance policy – governing committee, membership (Key stakeholder group leaders), charter (scope of authority), meeting frequency, agendas, officers – chair and secretary, program KPI performance report publication prior to meetings, solicitation of input from stakeholder groups, recommendations for improvement, voting on recommendations at meetings, assigning implementation to ITAM team, monitoring implementation and adoption, next meeting rinse and repeat

    I think that the most important policy would be a clear asset lifecycle policy. This policy defines how IT assets are requested, acquired, deployed, tracked, maintained, and disposed of. Without a well-documented and consistently enforced lifecycle policy, the entire ITAM program can break, which could lead to waste and compliance issues.
