Like the other remarks on this question, I have to say both are equally important. It really depends on what phase you are while maturing your program. Initially communication and bringing awareness to the importance of a mature program is going to be more important.
Vendor management. Our organization manages a huge number of vendors spread across multiple departments. We need to develop a survey and start gathering information on vendor quality and engagement.
Our culture is very communicative, we use the SAFe Framework for our program management which enhances our change management initiatives and communication strategy.
Business architects, policy analysts, and customer success managers (so they can partner with the other departments and spread awareness).
Is map is the current program (in various states of maturity) vs a Should Map, which is continual improvement to reach ITAM program goals and maturity.
