I would say Policy Management because it would create the guidelines and rules on how you will operate.
While all of the ITAM policies are important, I would say the asset entire lifecycle policy covers the most important process in ITAM.
Before I would have said positive but now its to the point that the majority of communications are done in black in white because of the lack of trust within the office.
The executive I would have to convince is my department head who is the CIO. The negotiation skills I would use are presenting the financial benefits, best practices and any other benefits that would come from the proposal being accepted. I would also state the consequences/disadvantages of not accepting the proposal.
