I believe policies are driven by consequences. If someone buys and loads software on the network, and didn’t go through the configuration and Change Management process. Remove it immediate and suspend their credit card.

The “Is Map” focuses on assessing the current state of ITAM, identifying strengths, weaknesses, and areas for improvement.
The “Should Map” provides a vision for the future state of ITAM, outlining the desired improvements, best practices, and goals to aim for.
