I don’t know how much we are looking to save – SAM has been the victim of benign neglect for the best part of a decade. I have had to create the SAM program from scratch myself, and so far I am still discovering more software that is in our environment which I was not aware of.

I disagree that they are the foundation. Do they shape and make a big impact on the ITAM program? Yes, but they aren’t what determine functionality. Are they best practice? Yes, but you can have functional ITAM without them.
For me, the important ones are Documentation, Compliance, and Policy.

Depends:
Some have a barcode/QR code with the asset number
Others have the serial number included
Most have asset number and how to contact my organisations
